To gain access to Arctica City, you must first complete the Pirate Arctucs NPC missions. Once inside the city, you can hunt Sea Order Reborn monsters.
Next, it is recommended to undertake the Chief Zari NPC mission to navigate through the Sea Serpent area. Upon completion, you will be eligible to embark on the Frozen Weapons quest.
